Who issues your building permit in Belleville?

The City of Belleville does. Belleville is a separated city, so it administers building permits for its own territory through the Building Section of Engineering and Development Services at City Hall, 169 Front Street. Hastings County has no role in permitting a house here.

Which department reviews your plans

Building Services takes the application, at 613-967-3200 ext. 3230. The Permit Clerk calculates your fee on submission, and where your calculation and theirs disagree, theirs governs.

How long does plan review take in Belleville?

A residential house carries a 10 business day review period, set by Table 1.3.1.3 of Division C of the Ontario Building Code. The clock starts the day after your application is considered complete, not the day you hand it in. An incomplete application does not start it at all.

Why the wrong authority costs you weeks

If you have read that Hastings County handles permits for a Belleville build, that is wrong, and acting on it sends your application to a body with no jurisdiction over your lot. The City also warns that approvals from other agencies run on timelines outside its control, so those start early or they become your critical path.

What does the City of Belleville charge before you break ground?

Two municipal charges land on a new house here. They are calculated on different bases, at different moments, and neither is inside the model price. Both are set by dwelling type rather than by construction method, so prefab homes are charged exactly as a site-built house of the same type would be.

Development charges on a single or semi-detached dwelling

Under By-law 2026-114, in effect since September 15, 2026, the city-wide development charge on a single or semi-detached dwelling is $27,808 in the urban area and $20,289 in the rural area. Lands inside the Stanley Park area carry a further $4,340 per single or semi-detached unit under By-law 2020-16. The urban rate fell by $4,375 when the new by-law replaced its predecessor.

Is your lot in Belleville’s urban or rural charge area?

Belleville publishes its residential development charges as two schedules, urban and rural, with roughly a $7,500 gap on a single detached dwelling. Which schedule applies is a function of where your lot sits, so confirm it against your address with Building Services before you budget the build.

Why the date your permit is issued matters

The City states that development charges are based on the rate in effect on the date the permit is issued, not the date you apply. A permit issued after a rate change is charged at the new rate. In a year when the rate has just moved, that timing is worth a phone call.

Three approvals sit between a bare lot and a delivered house, and two of them are not the City’s.

What the zoning by-law allows on your lot

Belleville’s Zoning By-law 2024-100 was passed on March 11, 2024 and governs all lands in the city, with a consolidated version published June 2, 2026. Your zone determines what can be built, how tall, and how close to each boundary. Confirm the zone first, using the City’s zoning mapping, because it constrains which of the 33 designs will fit before anything else does.

When Quinte Conservation approves first

Quinte Conservation regulates development near wetlands, watercourses, slopes and shorelines across the Bay of Quinte watershed. The City lists a Quinte Conservation permit as an applicable law, which means that where your property falls inside the regulated area, that approval has to be in hand before the City issues your building permit. Their timeline is not the City’s.

On-site sewage on a rural lot

Belleville administers on-site sewage permits itself, through the same Building Section. A new Class 2 to 5 system costs $640, a repair or alteration $150, and a Class 1 system carries no fee. On an unserviced lot this is a separate permit from the house.

What has to be ready before the home arrives

The City requires inspections in sequence, each with 48 hours notice, and notice of up to two business days after the request may be needed. Services, excavation before footings are poured, and the foundation before backfilling all come before the house does. The installation affiliates work to that sequence, which is why site preparation is scheduled against the permit rather than against the delivery date.

What happens between delivery and moving in

Framing and mechanical rough-in, plumbing, air barrier, insulation and the final inspection follow on site. Belleville charges $20 for the occupancy permit, and Enbridge and Electrical Safety Authority inspections must be complete before occupancy is permitted.
