We help with municipal permits. Foundation, site preparation and servicing are carried out by licensed-trade installation affiliates — contracted, not employees. Those are quoted separately against your lot and set in the agreement before the build.

Frontenac County runs north from the St. Lawrence through Eastern Ontario, and the four townships in it do not handle permits the same way. You already own the lot. The next decision is who builds on it.

Which township issues the building permit for your Frontenac County lot?

The building permit goes to the lower-tier municipality, not to the County. Frontenac County provides planning services to North Frontenac, but the building department that takes your application, reviews it and inspects the work is the township’s own.

South Frontenac

South Frontenac takes building and sewage system applications at its Development Services office, 4432 George Street, Sydenham, Monday to Friday. If the lot is vacant, the Township requires a complete sewage system application at the same time as the dwelling application, not after it. Sydenham and Verona sit inside this township.

Central Frontenac

Central Frontenac’s Building Department administers building permits and septic system permits from 14216 Road 38, Sharbot Lake. One application form covers every permit type. What changes is the schedules attached to it. Sharbot Lake and the communities around it sit inside this township.

North Frontenac

North Frontenac runs building permit and septic system applications through Cloudpermit, so application, status and inspection requests are handled online. The municipal office is at 6648 Road 506, Plevna. Plevna and Ompah sit inside this township.

Frontenac Islands

Frontenac Islands also uses Cloudpermit, with one Chief Building Official covering both islands. The Township keeps an office on Wolfe Island and a second on Howe Island. Wolfe Island, Howe Island and Simcoe Island are all in this municipality.

Who has authority over the road to your lot?

Frontenac County does not maintain roads or bridges. That is the responsibility of the public works departments of the member municipalities, and the County does not handle permits for oversize loads either. Whoever tells you what can travel to the lot is the township, or the province.

The county and township split

Ask which body owns the last stretch of road before your entrance, because that is the body whose rules bind the delivery. The route usually runs provincial highway, then township road, then a private lane. Each handover changes who you talk to.

Highways under the province

Highway 7 through Central Frontenac and Highway 41 through North Frontenac are provincially owned. Central Frontenac’s building department requires entrance approval from the Ministry of Transportation for properties accessed from Highway 7. The Township cannot grant it.

When do Frontenac County roads limit delivery?

Three things close the route: the spring thaw, winter on unmaintained roads, and one bridge that is out until 2027. All three are set on paper, not by weather judgement on the day.

South Frontenac states that reduced loads may come into effect earlier than March 1 depending on conditions.

Is the Brass Point bridge open?

No. Parks Canada closed Brass Point bridge to all vehicular traffic on June 25 2026 for full replacement of the swing and fixed structures. Reopening is expected in December 2027. A vehicle detour is in place and a pedestrian crossing remains. The bridge carries Burnt Hills Road across the Rideau Canal between South Frontenac and Kingston, so a lot routed that way is on a detour through 2027.

Heavy and oversize moves in South Frontenac

South Frontenac requires special permission under section 110 of the Highway Traffic Act for heavy or wide loads. Moves run in daylight hours on weekdays only, excluding 7:30 to 9:30 am and 4:30 to 6:30 pm in congested areas. They are not approved on weekends or holidays. The Township asks two business days to process a request.

Seasonal roads in winter

North Frontenac’s Level of Service Policy treats seasonal roads as temporarily closed from November 15 to April 15, with no winter maintenance and use at the operator’s own risk. Central Frontenac and Frontenac Islands both exclude seasonal roads from winter maintenance as well. A lot reached only by a seasonal road has a delivery season, not a delivery date.

What happens if your lot is on a private lane?

The township has no jurisdiction over a private road. North Frontenac states it directly: aside from setting right-of-way widths and suggesting construction and maintenance standards, the Township has no jurisdiction over private roads.

It also does not intend to assume unmaintained municipal or private roads. No responsibility for access, snow clearance, maintenance, repair or liability transfers to the municipality.

Check the road list before you plan the delivery

North Frontenac publishes every road and lane in the township with its regular and winter maintenance status. A large share of the entries named Lane, the ones serving waterfront properties, carry No in both columns. That is a public document you can check against your own address today.

What that means for the route in

The lane is yours and your neighbours’ to make passable. Central Frontenac asks that entrances from private lanes be kept accessible for emergency vehicles, which is a useful floor but not a delivery standard. Where a lane cannot carry the load, the constraint is the lane, not the build.

How does access work for a Frontenac Islands lot?

Every Frontenac Islands lot is reached by ferry. Four ferries serve the township’s three populated islands, and they differ in operator, capacity and hours.

Wolfe Island service was rerouted to Dawson Point during dock work in 2026, so check the current schedule and terminal on Ontario 511 close to a delivery date.

The Howe Island east-end ferry closes for maintenance on the first and third Wednesday of each month. A Simcoe Island lot is two ferry crossings from the mainland.

What Frontenac County site conditions affect your schedule?

Three conditions recur across the county. None is a design problem; each sets something that has to be arranged before a delivery date is worth booking.

Private servicing is the default

There is no municipal water or sewer across the rural county, so a lot is served by a well and a septic system. All four townships administer septic system permits themselves — how well and septic approvals are budgeted is covered separately.

Gravel and distance

North Frontenac’s road network runs 339 kilometres, of which 158 kilometres are gravel. Central Frontenac maintains roughly 550 kilometres. Distances between a lot and a serviced centre are measured in tens of kilometres, over surfaces that change with the season.

Bedrock and approach

Bedrock sits at or near surface across much of the county, which is part of why so many lots are approached by lane rather than by graded road. What it means for foundation selection is covered on our cottage foundation options page.

Common questions about building in Frontenac County

What permits do I need to build a cottage in Frontenac County, and who issues them?

Your township, not the County. A building permit and a septic system permit both come from the township the lot sits in — South Frontenac at Sydenham, Central Frontenac at Sharbot Lake, North Frontenac and Frontenac Islands through Cloudpermit. An entrance onto a township road needs a separate entrance permit from public works.

Can a prefab or modular home be delivered to a lot in Frontenac County?

Yes, subject to the road. Three things bind it: the reduced-load period on township roads from March 1 to April 30, whether the final approach is a maintained road or a private lane, and ferry capacity if the lot is on Wolfe, Howe or Simcoe Island.

Does Frontenac County maintain the road to my lot?

No. Frontenac County does not maintain roads or bridges and does not issue oversize load permits. That falls to the public works department of the member municipality. The County does operate one crossing, the Frontenac Howe Islander at the west end of Howe Island.

How does a cottage reach a lot on Wolfe Island or Howe Island?

By ferry. Wolfe Island is served year-round from Kingston by a provincially operated ferry. Howe Island has one at each end: the County’s on-demand crossing at the west end, and the Township’s smaller ferry at the east end. Capacity and hours differ between them, so on an island lot the crossing sets the delivery date, not the road.
