Two lots ten minutes apart here can sit under different building departments, different fee schedules and different zoning instruments. Settle that before you settle on a design, a price or a builder.
We deliver the structure from our facility at 12 Lankin Blvd #3, Orillia to your lot. Foundation, site preparation and servicing are carried out by licensed-trade installation professionals — contracted trades rather than employees — quoted separately against your lot.
Read how we work across the province or search My Own Cottage Inc. on the Ontario Builder Directory to confirm our licence status and warranty history.
A lot with a Gananoque mailing address may sit inside the Town of Gananoque or inside the Township of Leeds and the Thousand Islands. They charge different fees and use different zoning instruments.
Cataraqui Conservation regulates development near water for both, and its permit fee is set by the floor area of the building in square metres.
The Town of Gananoque charges development charges on a new house. The Township charges none.
On a Shoreline Residential lot, the minimum setback from the high water mark is 30 metres, and the shoreline counts as the front lot line.
Every figure below carries the by-law it came from and the date we read it.
Which cottage builders in Gananoque are you choosing between?
Search this market and you get four kinds of firm. The difference that decides things on a specific lot is who carries the site work and who tracks the approvals.
What kinds of firm build cottages here?
| Firm type in this market | Where the structure is built | Who carries foundation, site preparation and servicing |
|---|---|---|
| Local builder of custom homes and custom cottages | On your lot | Arranged inside the build contract, or by you, depending on the firm |
| Regional contractor serving Gananoque from elsewhere | On your lot | Same |
| General contractor taking new builds alongside renovation work | On your lot | Same |
| Prefab supplier building off site — My Own Cottage | At our facility in Orillia, then delivered | Licensed-trade installation affiliates, contracted trades rather than employees, quoted separately against the lot |
Building off site moves weather and trade scheduling off your lot and onto ours, and it turns the schedule into delivery coordination: what we build is trucked to your lot on a scheduled date, and the lot has to be ready when it arrives. It does not change which approvals you need, or who issues them.
Which markets does this page not cover?
Island lots and barge access across the Thousand Islands are covered at the regional level. Buyers weighing the Kingston market will find that set out separately. How off-site construction works as a method, and how it compares with site-built, is covered separately too.
You now know which kind of builder we are. See what a preconfigured model actually looks like.
Which municipality approves your lot near Gananoque?
Municipal coordination here usually means two bodies rather than one, and the first question is a boundary question.
Your roll number decides which building department you deal with. Cataraqui Conservation and the septic approval apply either way.
Is the lot in the Town or the Township?
Check the roll number on your tax bill. It tells you which of two municipalities you’re dealing with, and everything downstream follows from that.
The Town of Gananoque covers about 7 square kilometres. The Township of Leeds and the Thousand Islands surrounds it and covers about 608, so most rural and shoreline lots addressed as Gananoque sit in the Township.
The Town’s Chief Building Official is at 30 King Street East, Gananoque. The Township’s building department is at 1233 Prince Street, Lansdowne. Each reviews the application against the Ontario Building Code and its own zoning instrument.
Which instrument governs the lot?
Here the two diverge sharply. The Township uses a conventional Zoning By-law, No. 07-079, consolidated February 5, 2026.
The Town of Gananoque does not. It runs a Development Permit By-law, in effect since November 30, 2011, which merges zoning, site plan and minor variance into one application. Town development permit fees run $500 for a Class I application, $1,500 for Class II and $1,900 for Class III.
The general Ontario process behind both sits on the provincial permit process.
Which agencies besides the municipality have to sign off?
Two, usually, and on some lots a third. None of them is the building department, and a building permit does not stand in for any of them.
When does Cataraqui Conservation have to sign off?
Cataraqui Conservation regulates development near water under Ontario Regulation 41/24, in force since April 1, 2024. Its jurisdiction runs roughly 3,800 square kilometres from Greater Napanee east to Brockville and covers both municipalities.
Whether a waterfront property falls inside a regulated area is a mapping question. The authority publishes a screening map you can check before you commit to a lot and a conservation permit is separate from a building permit — planning approval exempts you from neither.
Who approves the septic system?
The municipality, in both cases. The Township’s building department issues sewage system permits up to a flow rate of 10,000 litres per day. The Town issues septic permits under the same fee schedule as its building permits.
Note who does not: the Leeds, Grenville and Lanark District Health Unit stopped accepting applications on September 30, 2022. Any guide still naming the health unit is out of date.
Which lots answer to a fourth body?
A narrow set. Under the Township’s by-law, a lot abutting the Thousand Islands Parkway takes its minimum setback from the requirements of the St. Lawrence Parks Commission rather than from the by-law’s own road setbacks.
Four possible bodies, and which ones apply depends on your lot. Send us the roll number and we’ll tell you which ones you’re dealing with.
Cottage builders Gananoque: what the municipality charges
Every figure below comes from the issuing body’s own by-law or fee schedule, read September 3, 2026. Province-wide build budgets are a different subject and sit on our Ontario cost page.
What does the building permit cost?
In the Town of Gananoque, a residential building permit is $15.00 per $1,000 of construction value or part thereof, minimum $150.00. Note the basis: value, not floor area.
Filing adds a non-refundable administration fee of $150 under $30,000, or $500 at $30,000 and over, credited against the permit fee if it issues. A $750 lot grading deposit applies over $30,000.
The Township also charges per $1,000 of value. Its administration fee is $155 under $30,000 and $510 at $30,000 and over, with a $600 refundable deposit on projects of $50,000 and up.
One wrinkle: where the contractor’s stated value and the Township’s own construction-value table disagree, the higher figure sets the fee.
Do development charges apply?
This is the largest single split between the two. The Township of Leeds and the Thousand Islands imposes no development charges on new residential or non-residential property.
The Town of Gananoque does. Under By-law 2021-070, at rates effective January 1, 2026, a single or semi-detached dwelling pays $3,417.75 in the urban area and $1,835.42 in the rural area — the difference being wastewater services. The charge is due in full on the day the building permit is issued.
What do the agencies charge?
Two of the three approvals carry their own fee, set by the body issuing them rather than by the municipality.
What does a Cataraqui Conservation permit cost?
Fees effective January 1, 2026, set by the size of the building in square metres:
| Building size | Permit fee |
|---|---|
| Routine works, 10 m² or less | $210 |
| Over 10 m² up to 93 m² (about 1,000 sq ft) | $465 |
| Over 93 m² up to 464 m² (about 5,000 sq ft) | $950 |
| Over 464 m² | $1,755 |
Half rates apply where the application is submitted within one year of a related planning application the authority has already reviewed. Work done without a permit carries a 100 per cent surcharge.
What does the septic permit cost?
In the Town of Gananoque, $800.00 for a septic system and $900.00 for a tertiary system.
In the Township, the sewage system permit is a separate line on the same Schedule C as the building permit fees. Its 2026 rate should be confirmed against the current schedule before you budget.
That’s what the municipality charges. The model price and the site-work quote are separate, and we’ll set them out that way for your lot.
What does the local zoning let you put on a waterfront lot?
Zoning decides what will physically fit, and on a waterfront property the rules are less intuitive than most buyers expect.
The figures below are for the Shoreline Residential (RS) zone in the Township, the designation covering most shoreline lots outside the Town.
On a waterfront lot the shoreline counts as your front yard, not the road. That's what pushes the building back 30 metres from the water.
What are the Shoreline Residential zone standards?
| Zone provision | Requirement |
|---|---|
| Minimum lot area | 1.0 ha (2.5 acres) |
| Minimum lot frontage | 60.0 m |
| Minimum front yard | 30.0 m |
| Minimum rear yard | 7.5 m |
| Minimum exterior side yard | 7.5 m |
| Minimum interior side yard | 3.0 m |
| Maximum building height | 12.0 m |
| Maximum lot coverage | 10% |
| Maximum dwellings per lot | 1 |
Accessory buildings carry their own limits:
• No closer than 1.0 metre to an interior side or rear lot line
• No taller than 7 metres
• No more than 4 per cent of the lot area, counted inside the coverage figure above
How far back from the water do you have to build?
Thirty metres. Under section 3.32 of By-law 07-079, any building, structure, campsite or septic disposal system on a lot adjacent to a waterbody or watercourse must sit at least 30.0 metres back from the high water mark. Marine facilities, stairs and erosion control structures are excepted.
Two related provisions catch people out. Near a flood plain, the setback is 5 metres from the flood plain or 30 metres from the high water mark, whichever is greater. Near a wetland, it is 30 metres.
Which line is the front on a waterfront lot?
The shoreline. Under Zoning By-law No. 07-079 the front lot line on a waterfront lot is deemed to be the shoreline, not the road. That is why the RS front yard and the water setback are both 30 metres.
It is the provision most likely to move a building envelope back from where an owner pictured it.
Check units before converting anything: By-law 07-079 states it is in metric only, and that the bracketed imperial figures do not form part of it.
Thirty metres back changes what fits. Send the lot dimensions and we’ll show you which designs work inside that envelope.
What do site conditions mean for delivery access here?
What arrives on your lot depends on the fulfilment option, and so does what the approach has to accommodate. Either way the last few hundred metres is a real question here — and in this township partly a legal one.
Every lot is different. Before delivery is scheduled, we assess the existing approach to make sure prefab components can reach the site safely and practically.
Does the lot front onto a year-round road?
Under Zoning By-law No. 07-079, no building may be erected unless the lot has frontage on and direct access to an improved street. That means one of three things:
• A municipal road assumed by the Township and maintained year-round
• A provincial highway
• A county road
Lots that existed when the by-law passed and reach a public road by private right-of-way are treated separately. If your lot is on a seasonal or private road, establish which category it falls into early — it affects the permit, not just the truck.
Road setbacks then stack on top of the zone’s yard requirements:
| Road type | Minimum setback |
|---|---|
| Provincial highway | 15.0 m |
| County road | 12.5 m from centreline |
| Township road | 10.0 m from centreline |
| Private right-of-way | 10.0 m from edge |
Do you need a permit for the delivery?
Depending on what arrives and how it is transported, an oversize load permit may apply. In the Town of Gananoque that is $85.00 for a single move.
Altering a driveway entrance or curb cut is a $55.00 permit plus a $265.00 deposit. Small figures, but they are municipal permissions with lead times, and they are usually discovered late.
What has to be ready before the structure arrives?
The foundation, the site preparation and the servicing. Those are handled by licensed-trade installation professionals, not by us directly.
Their work is quoted separately against your lot and set in the agreement before the build starts. Which foundation suits a given lot is covered separately under choosing a foundation type.
Does My Own Cottage deliver to Gananoque?
Yes. My Own Cottage Inc. delivers anywhere in Ontario, and Gananoque and the surrounding Eastern Ontario townships are inside that.
We assess the route to your specific lot rather than assuming it from the postal code — including what changes for a lot on a private or seasonal road.
Send us the lot address and we’ll assess the approach — grade, width and overhead clearance — before anything is scheduled.

Common questions about building on a Gananoque lot
What makes a lot near Gananoque buildable?
Four things decide it, and three sit in the Township’s zoning by-law. The lot needs frontage on and direct access to an improved street. A new Shoreline Residential lot needs at least 1.0 hectare of area and 60 metres of frontage. Any building or septic system has to sit 30 metres back from the high water mark. And Cataraqui Conservation’s screening map will tell you whether the lot falls inside a regulated area before you commit to it.
Is my Gananoque lot in the Town or the Township?
Check the roll number on your tax bill. The Town covers roughly 7 square kilometres; the Township of Leeds and the Thousand Islands surrounds it and covers roughly 608. Most rural and shoreline lots addressed as Gananoque fall in the Township, which changes the fees, the zoning instrument and the building department.
How far from the water can I build on a shoreline lot near Gananoque?
Under Township Zoning By-law 07-079, section 3.32, the minimum setback is 30.0 metres from the high water mark, and it applies to the septic disposal system as well as the dwelling. On a waterfront lot the shoreline is treated as the front lot line rather than the road.
Do I pay development charges on a new cottage near Gananoque?
Inside the Town of Gananoque, yes: $3,417.75 urban or $1,835.42 rural for a single or semi-detached dwelling, at rates effective January 1, 2026, due when the building permit is issued. The Township of Leeds and the Thousand Islands imposes no development charges.
Do I need a permit from Cataraqui Conservation to build near the water?
If the lot is inside the mapped regulated area, yes, and it is separate from your building permit. Fees effective January 1, 2026 run $465 for a building over 10 and up to 93 square metres, $950 from 93 up to 464, and $1,755 above that.
Who approves the septic system on a Gananoque lot?
The municipality. The Township issues sewage system permits up to 10,000 litres per day; the Town issues them under its own building fee schedule. The Leeds, Grenville and Lanark District Health Unit stopped accepting applications on September 30, 2022.
