Subdivision and community developers sell new construction homes and the land as one purchase. Some also sell quick move-in homes that are already built. If you already own a lot, this type is not your route.
A custom lot builder designs and builds custom homes on your land, with the construction done on your lot from start to finish.
Component and panel suppliers sell parts of the structure, and you arrange the rest of the build. Project management firms and brokers coordinate the job and source the structure from someone else.

The Town of Collingwood approves a new dwelling in two stages. The Zoning Certificate and any other agency approvals come first, then the building permit. Other approvals depend on where your lot sits.

An address that reads "Collingwood" can sit outside the Town of Collingwood. The former Township of Collingwood has been part of the Town of The Blue Mountains since 1998. The approvals and charges on this page apply only inside the Town of Collingwood.
The Town of Collingwood requires a Zoning Certificate before you apply for a building permit. Planning Services issues it after checking the proposed home against the Town's Zoning By-law. The permit application then needs a site plan and an approved lot grading and drainage plan, and Building Services reviews the drawings against the Ontario Building Code before the permit is issued.
If your lot is in an area regulated by a conservation authority, you may need a separate development permit. In Collingwood, that means the Nottawasaga Valley Conservation Authority or the Grey Sauble Conservation Authority. If the Niagara Escarpment Commission's map places your lot in its Area of Development Control, you may also need a Niagara Escarpment development permit.
The Town of Collingwood issues the permit for a private septic system. The application goes through the Town's building permit process and includes a site evaluation report.

The Town of Collingwood's development charge on a new single detached home is $80,121, effective May 4, 2026. That is $36,764 for municipal-wide services and $43,357 for urban services, which cover water and wastewater. If your lot has no municipal water and wastewater, confirm with the Town's Treasury Department whether the urban services portion applies.
The Town of Collingwood collects development charges in full when the first building permit is issued. The Town also collects the County of Simcoe's $14,975 charge on the County's behalf.
Town and County charges together come to $95,096 on a single detached home.
Education development charges are set by the school boards, not the Town. The Simcoe County District School Board charges $3,711 per dwelling unit and the Simcoe Muskoka Catholic District School Board charges $2,372, for the period to October 29, 2026.
The Town of Collingwood calculates the building permit fee on floor area and adds fixed fees for servicing and site work. All permit fees are confirmed during the Town's review of your application.

The Town of Collingwood charges $1.17 per square foot of floor area for a new house. Unfinished basements and attached garages are not counted in that floor area.
On an in-fill lot, the Town of Collingwood holds a $3,477 lot grading deposit. The Town refunds it once the lot grading is certified.
