How much are Niagara Region development charges in 2026?

Niagara Region's current development charges are $32,129 per single or semi-detached home where municipal water and wastewater are both available. Those rates apply from January 1 to December 31, 2026.

Niagara Region does not charge its water or wastewater components where those services are not available, so a Niagara lot with neither pays $16,865. The Region's development charges overview says the charge is due when the first building permit is issued, unless a payment-timing exception applies, and your local municipality collects it.

What do local municipalities and school boards charge in Niagara?

Your local municipality can levy its own development charge on top of the Region's, and the amount varies by municipality and by servicing. Ask the building department for the rate on your lot before you budget.

Education development charges are a school-board charge on each new home, collected by your municipality before it can issue the building permit, as the Niagara Catholic District School Board's background study explains. Niagara Catholic charges by former county area, Lincoln or Welland, and both school boards renewed their by-laws in late 2025. The Town of Niagara-on-the-Lake's 2026 development charge sheet still lists the Catholic board's rate as to be confirmed, so ask for the rate in force on your permit date.

Is your Niagara lot in an NPCA regulated area?

The Niagara Peninsula Conservation Authority (NPCA) regulates development under Ontario Regulation 41/24 in floodplains, watercourses, valleys, hazardous lands, wetlands plus up to 30 metres around them, and exposed Great Lakes shoreline. Building a house in one needs a permit first, and NPCA's planning and permits page sets out how to apply.

The NPCA asks you to pre-consult, or the application may be deemed incomplete. Bill 97 consolidates Ontario's 36 conservation authorities into 9 regional authorities from February 1, 2027, or a later date set by regulation, so authority names will change.

Do you need a Niagara Escarpment Commission permit to build a house?

A new single dwelling inside the Escarpment's Area of Development Control can need a development permit from the Niagara Escarpment Commission. The Commission's FAQs state that municipal building approvals can only be issued after that permit, so it comes first. The NEC charges nothing to apply, and it asks you to consult its staff before you submit.

What if the lot sits in Niagara's tender fruit and grape lands?

The Greenbelt Plan names the Niagara Peninsula Tender Fruit and Grape Area a specialty crop area, protected for farming. The Plan discourages non-agricultural uses there and holds new lots to minimum distance separation formulae. What a house needs on a particular parcel depends on the official plan and zoning, so ask the local planning department before you commit.

Who issues the septic permit on an unserviced Niagara lot?

Niagara Region enforces Part 8 of the Ontario Building Code, which governs private sewage systems, for every local municipality except Wainfleet, West Lincoln and Welland. In those three, the municipality's building department is the place to start. A new house needs a sewage system permit, and the Region's sewage system permit page lists the permit fee as $1,200 as of September 26, 2026.

The Region does not permit holding tanks for new construction. Where the lot falls in NPCA or Niagara Escarpment Commission jurisdiction, those approvals come before the septic permit.

Niagara-on-the-Lake, including Virgil and St. Davids, sits in the former Lincoln County area for education charges, and Niagara Region issues its septic permits. If your lot is agricultural, check whether it sits inside the Greenbelt's tender fruit and grape specialty crop area before you buy.

St. Catharines is in the former Lincoln County area for education charges, while Thorold and Niagara Falls are in the former Welland County area. Niagara Region issues septic permits in all three cities. Lots along the Welland River, the Niagara River or the Lake Ontario shoreline may fall inside NPCA regulated areas.

Building a custom home in Pelham, Fonthill or Welland?

Pelham, which includes Fonthill, and Welland are both in the former Welland County area for education charges. Niagara Region issues septic permits in Pelham but not in Welland, so a Welland lot on septic starts with the City's building department.

Building in Grimsby, Lincoln, Fort Erie or Port Colborne?

Grimsby, Lincoln (including Beamsville) and West Lincoln are in the former Lincoln County area; Wainfleet, Fort Erie and Port Colborne are in the former Welland County area. Niagara Region issues septic permits in Grimsby, Lincoln, Fort Erie and Port Colborne, but not in Wainfleet or West Lincoln. Lots near the Escarpment in west Niagara should start with the NEC map, and Lake Erie shoreline lots in Fort Erie and Port Colborne can fall under NPCA's shoreline hazard rules.
