Prefab Cottages North Bay: What They Cost and What Your Lot Allows
Last updated: August 15, 2026
Prefab cottages in North Bay start at $229,500 for a compact model, with delivery and installation included on a prepared site.
Total project cost depends on your property, because site preparation, foundation, servicing, permits and municipal charges are quoted separately against the lot.

Two North Bay facts change the maths, and most buyers don’t know either. The City charges $0 in development charges on a detached dwelling of 1,200 square feet or less — a band covering fifteen of our cottage models. And in the Trout Lake Influence Area, both the cottage and the septic system must generally sit 32 metres (105 feet) back from the water’s edge.
This page covers our models and prices, what a lot costs to prepare, and the approvals a North Bay build requires. My Own Cottage is an HCRA-licensed, Tarion-enrolled builder based in Orillia, serving Northern Ontario.
For how the same two-budget structure works across the province, see our Ontario cottage cost breakdown. If you’re planning a permanent residence rather than a recreational property, the year-round build requirements for the North Bay area work differently — permits, servicing and development charges all change.
Small Prefab Cottage Models for North Bay Properties
We build 33 customizable models spanning cottages, cabins and homes from 505 to 3,373 square feet. Most of the models below are 1,200 square feet or less — the size band that matters most locally, because North Bay’s development charge for a detached dwelling at or under 1,200 square feet is currently $0.
Every price includes delivery and installation on a prepared site.

Fox Den, Pine View and Willow sit at the entry price. Water’s Edge at 988 square feet gives you two bedrooms while staying inside the $0 band. Larger designs run to 3,373 square feet and $949,500, and we also produce custom cottages designed from scratch.
Pricing reflects specification rather than floor area alone, which is why a 646-square-foot model can cost more than a 992-square-foot one. All customizable models can be adapted on layout, finishes and features.
How Much Do Prefab Cottages in North Bay Cost?
Prefab cottages in North Bay start at $229,500 for a compact model, including delivery and installation on a prepared site. That price covers the cottage. It does not cover foundation, site preparation, well or septic, hydro connection, permits or development charges — those are quoted against your specific property, because a rocky waterfront parcel and a serviced in-town lot cost very different amounts to prepare.
Treat a North Bay cottage project as two budgets, not one.
Your North Bay cottage project has two budgets: the cottage starts from $229,500 with delivery and installation included on a prepared site, while permits, utilities, foundation and site preparation are quoted separately for your lot.
Budget 1 — the cottage. Quoted up front from published starting prices. Built indoors, delivered to your lot, installed. Predictable.
Budget 2 — the lot. Foundation, excavation, driveway and access, water supply, on-site sewage system, hydro service, permits and municipal charges. This is where projects move.
Factory-built construction fixes the first budget and does not touch the second. Anyone claiming prefab is automatically cheaper is quietly ignoring half the project — and on a North Bay lake lot, usually the harder half.
We don’t publish an all-in project figure for this market, because site preparation across Nipissing District varies too widely for a range to mean anything useful. We scope the lot first instead. If you want to see how those site costs break down line by line, our guide to what a cottage build involves across Ontario walks through each one.
North Bay Development Charges: Why Small Prefab Cottages Often Pay $0
Under City of North Bay By-law 2019-72, a detached or semi-detached dwelling with a gross floor area of 1,200 square feet or less pays no development charge. From 1,200 to 1,500 square feet the charge is $4,907. At 1,500 square feet or more it is $9,814. Dwellings in rural areas pay a flat $3,878. Charges fall due when the building permit is issued.
Prefab cottages in North Bay may qualify for $0 in development charges when gross floor area is 1,200 sq ft or less, with higher rates applying above that threshold. On sloped lots, exposed lower levels may affect the final gross floor area calculation.
| Dwelling type | Development charge |
|---|---|
| Detached / semi-detached, 1,500 sq ft or more | $9,814 |
| Detached / semi-detached, over 1,200 and under 1,500 sq ft | $4,907 |
| Entry level detached / semi-detached, 1,200 sq ft or less | $0 |
| Dwellings, rural areas | $3,878 |
| Rows and other multiples | $4,838 |
| Apartments | $2,797 |
City of North Bay By-law 2019-72, as amended. Rates in effect October 2, 2024 to October 10, 2029.
Why it matters. In much of Southern Ontario the development charge on a single detached dwelling reaches five or six figures before construction starts. In North Bay, a cottage-sized build in the entry-level band avoids the City charge entirely, and even a 2,000-square-foot home pays $9,814.
Three things to confirm first. The by-law measures gross floor area, which may not match a model’s advertised square footage — verify your chosen design with the Building Division before relying on the band. Rates may be adjusted each January 1 where the Statistics Canada construction price index moves more than one per cent. And this is the City charge only; confirm whether any other charge applies to your property.
The by-law also contains exemptions for intensification of existing dwellings, which is worth asking about if you’re adding a second unit rather than building new.
Which band your design falls into depends on how gross floor area is measured. We’ll check it against your chosen model.
Waterfront Cottages North Bay: Trout Lake Setbacks and Shoreline Rules
If your property sits in the Trout Lake Influence Area, additional planning and environmental requirements apply. In North Bay, principal buildings and septic systems must generally be at least 32 metres (105 feet) from the water’s edge. Docks and boathouses must be at least 1.8 metres from a side lot line. Accessory structures require a 3-metre setback from side and rear lot lines.
On Trout Lake, the 32 m (105 ft) setback can significantly reduce the space available for your cottage and septic system—especially on a shallow waterfront lot.
That 32-metre figure is the most common surprise for buyers looking at waterfront cottages North Bay has available. It applies to the septic bed as well as the building, so a narrow or shallow lake lot can run out of buildable depth once both are placed.
What to do about it. Confirm lot dimensions and depth before choosing a model — this is exactly where a compact footprint earns its keep. If the lot genuinely cannot meet the setback, a Minor Variance through the Committee of Adjustment is the route, but that is a separate application with its own timeline.
Who has jurisdiction. The Influence Area spans more than one municipality. The City of North Bay Planning Department and the Municipality of East Ferris Planning Department each administer parts of it, and the North Bay–Mattawa Conservation Authority reviews development in regulated areas. Confirm which applies to your parcel before designing around a setback — this kind of municipal coordination is part of what we handle on your behalf.
The City publishes a Trout Lake Development Guide covering setbacks, shoreline alterations, vegetative buffers and septic requirements in the Influence Area.
Beyond the Influence Area, the Conservation Authority’s jurisdiction takes in the Lake Nipissing shoreline, Trout Lake, Wasi Lake, the Mattawa River and the North Bay Escarpment.
North Bay Cottage Zoning and Building Permits
Yes, you need a building permit. Under Ontario’s Building Code Act, a permit is required for any structure occupying more than 10 square metres (about 108 square feet), and for a structure of any size containing plumbing. The City’s Building Division reviews applications against the Ontario Building Code, Comprehensive Zoning By-law 2015-30 and other applicable law before issuing.
A narrow exemption covers one-storey storage sheds up to 15 square metres, used only for storage, unattached to another building and without plumbing. It does not extend to a bunkie, a guest cabin, or anything with a sink — worth knowing, because claims circulate online that small cabins around 250 square feet can be built permit-free. That’s roughly 24 square metres, comfortably past both thresholds.
Zoning By-law 2015-30 (office consolidated April 22, 2026) sets permitted uses, height, lot coverage and setbacks by zone. Some lots are also subject to Site Plan Control, which must be resolved before a permit can issue.
The approval path
1. Zoning confirmation – what your zone permits, and the applicable setbacks, height and lot coverage.
2. Pre-consultation with Planning, which the City offers specifically to identify requirements early.
3. Conservation authority approval, where the property falls in a regulated area.
4. Site Plan Control, where the lot is subject to it.
5. Building permit application through the City’s online portal, with architectural, structural and site drawings.
6. Development charges paid at permit issuance.
7. Inspections through construction to occupancy.
How long approvals take
We won’t quote a review time, because the City publishes no service standard we can point you to and every application differs. What we can tell you is what drives the timeline: whether the application is complete on first submission, whether conservation authority approval or Site Plan Control sits in the path, whether a Minor Variance is needed, and how quickly you respond to requests for revision. Applications that stall usually stall on missing drawings, not on municipal capacity.
Permit coordination is part of our project management — we assemble the documentation and work with the City so you aren’t chasing it alone. Ask the Building Division directly for current turnaround when you apply.

Can you put a prefab cottage behind an existing house?
Possibly — but as an additional dwelling unit rather than a standalone cottage. ADUs and garden suites follow a different approval path with their own size, servicing and zoning requirements, and the City has specific ADU provisions.
If that’s your plan, start with the zoning confirmation rather than the model — our guide to second units in Ontario covers where they’re permitted and the size limits that apply.
Septic, Wells and Servicing on a Rural or Waterfront Lot
In Nipissing District, the on-site sewage system permit comes from the North Bay–Mattawa Conservation Authority, not the municipality. The Authority has been the Ontario Building Code Part 8 delivery agent across the District since 1996, including unorganized territories. Once a complete application is filed, an inspector attends the site within seven working days to review the proposal.
Planning a prefab cottage in North Bay? This guide shows which local authority handles zoning, building permits, septic approvals, regulated-area reviews, and planning requirements.
This catches buyers who assume one office handles everything. On an unserviced lot you deal with the City or township for the building permit and the Conservation Authority for the septic — and the septic approval constrains where the cottage can sit, given the 32-metre Trout Lake setback and the separation distances the Building Code requires generally.
Sequence for an unserviced lot
• Establish water supply and sewage feasibility before finalising a floor plan. Bedroom count drives sewage design flow, which drives bed size, which drives what fits where.
• Confirm hydro service availability and the cost of any line extension.
• Check whether the parcel sits in a regulated area using the Conservation Authority’s online mapping tool – the fastest way to learn whether a Section 28 permit is in your future.
One change to know about. The Conservation Authority administers Ontario Regulation 41/24 under Section 28 of the Conservation Authorities Act. Under provincial legislation passed in April 2026, Ontario’s 36 conservation authorities are consolidating into nine regional bodies, with transition targeted for early 2027. The North Bay–Mattawa Conservation Authority is to become part of the Northeastern Ontario Regional Conservation Authority, covering North Bay, Sudbury, Timmins and Sault Ste. Marie. The requirements aren’t changing; the office name and contacts will.

Seasonal or Four-Season? The Choice That Drives Financing
Deciding between seasonal and year-round use is a financing decision before it’s a comfort decision. Under CMHC’s Prefab Plus program, the property must be suitable and available for full-time, year-round occupancy and have year-round vehicular access — including a bridge or ferry where the property is on an island. A seasonal cottage on a road that isn’t maintained through winter falls outside those terms.
Two further consequences follow.
Mortgage structure. A home permanently affixed to a permanent foundation is underwritten conventionally. A unit that is movable and not permanently affixed is financed as chattel, a different product on different terms.
Tax rebates. The First-Time Home Buyers’ GST/HST rebate requires the home to be your primary place of residence, so a recreational or seasonal cottage will not generally qualify, regardless of construction method. The Ontario first-time home buyers’ rebate — up to $80,000 of the provincial portion of the HST — follows the same federal eligibility conditions. You’ll see claims that new modular homes automatically qualify for a rebate in Ontario; eligibility turns on how you use the property, not how it was built. Confirm with an accountant before budgeting around it.
Energy efficiency and the 2024 Building Code
Ontario’s 2024 Building Code has been mandatory for new permits since April 1, 2025. Energy performance is set through pre-modelled compliance packages selected by climate zone, fuel type and heating efficiency, so there is no single insulation value that constitutes “the North Bay requirement.” A heat recovery ventilator is now required per dwelling unit.
One detail worth knowing before you fall for a wall of glass: designs where windows and doors exceed 22% of wall area must use the performance compliance path rather than the prescriptive one. Ductless mini split heat pumps are a common heating choice on cottage properties for their energy efficiency and straightforward installation, though the right system depends on the design and how often you’ll be there.
Do prefab cottages hold their value?
A modular cottage on a permanent foundation is assessed, financed and resold on the same basis as a site-built home of comparable size, finish and location — it is a permanent building, not a temporary one, and its value tracks the local market. That is not true of park models or units financed as chattel, which depreciate more like vehicles and are harder to resell and to mortgage.
If resale matters to you, the foundation decision matters more than the construction method. Note that property assessment is updated after construction; how MPAC assesses a newly built home is set out on their site, and how that flows into your tax bill is a question for the City.
Prefab Cottages, Modular Homes, Park Models and Cabin Kits Compared
“Prefab” describes anything built off-site, making it a category rather than a product. The differences decide your foundation, financing, warranty and whether you can live there year-round.
Prefab cottages in North Bay aren’t all the same. Compare modular cottages, park models, cabin kits and bunkies by what matters most: foundation, financing, year-round use, warranty and how complete each option arrives.
| Feature | Modular cottage | Park model / mobile | Cabin kit | Bunkie under 10 m² |
|---|---|---|---|---|
| Foundation | Permanent | Often not permanent | Buyer-built | Usually none |
| Financing | Conventional mortgage possible | Often chattel | Typically not mortgageable | Not applicable |
| Arrives | Substantially complete | Complete | Materials only | Small structure |
| Year-round use | Yes, when specified for it | Varies | Depends on build | No |
| New home warranty | Available through an enrolled builder | Generally not | Owner-built, generally not | No |
Our prefab cottages and prefab homes are modular: built indoors in a controlled factory environment, transported to your lot, set on a permanent foundation, and finished on site by licensed trades. Small cabins work the same way at a smaller scale.
CSA A277 is a factory certification procedure covering the manufacturing process. It is a plant-level standard rather than a building code compliance label, and it does not apply to every model — ask which certification applies to the design you’re considering rather than assuming it covers a whole catalogue.
Delivery and Installation on a North Bay Lot
Access is assessed before you order, not after. A module travels by highway, then down whatever road, driveway or trail reaches the property, and needs a crane to set. We review road width and turns, bridge and road load limits, overhead lines, staging space and crane positioning as part of scoping the project.
Before your prefab cottage arrives, we review the full delivery route—from road and bridge access to overhead lines, driveway entry, staging space and crane setup.
What commonly affects delivery around North Bay and Northern Ontario:
• Seasonal load restrictions. Many roads and bridges carry reduced load limits in spring. Confirm current dates with your municipality – they shift year to year and can change with short notice.
• Overhead services on the approach and at the setting position.
• Ground conditions for crane outriggers, which need firm, level bearing.
• Winter and water-access lots, which are workable but need planning well ahead.
Because the cottage is produced in the factory while foundation, driveway and servicing progress on site, the two tracks run in parallel. That’s where the schedule advantage of factory-built construction actually comes from — production continues through weather-related delays that would halt an open site — along with less material waste from a controlled production run.
Distance and site conditions also move the numbers from one community to the next, which we’ve set out in our regional pricing overview for the North.
Working With My Own Cottage
My Own Cottage is an HCRA-licensed and Tarion-enrolled prefab cottage and home builder based in Orillia, Ontario, serving Northern Ontario including North Bay, Callander, Mattawa, Powassan and surrounding townships. We handle design, factory construction, delivery, installation, project management and site coordination, working with licensed trades and the relevant municipal and conservation authorities.
Verify us — and anyone else. The Ontario Builder Directory at obd.hcraontario.ca is the single public lookup, hosted by the HCRA. It shows licensing status, years of activity, number of homes built, regulatory actions and insolvency status, and confirms a home’s warranty coverage. Tarion no longer maintains a separate builder registry, so this one directory covers both checks.
Warranty. Tarion coverage on an enrolled new home runs one year for defects in work and materials, two years for water penetration and specified systems, and seven years for major structural defects, beginning on the date of possession.
What we don’t claim. We don’t publish an all-in project price for North Bay. We don’t guarantee permit timelines we don’t control. And we won’t tell you a rebate applies to a seasonal cottage. We look at the lot first and tell you what it will actually take.
Prefab Cottages North Bay FAQ: Costs, Permits & Building Requirements
How much do prefab cottages in North Bay cost?
Prefab cottages in North Bay start at $229,500 for a compact model, with delivery and installation included on a prepared site. That price covers the cottage only. Foundation, site preparation, well or septic, hydro connection, permits and development charges are quoted separately against your lot, because site conditions vary widely across Nipissing District.
Do you need a building permit for a prefab cottage in North Bay?
Yes. Ontario’s Building Code Act requires a permit for any structure over 10 square metres, or of any size if it contains plumbing. The City of North Bay Building Division reviews applications against the Ontario Building Code, Comprehensive Zoning By-law 2015-30 and other applicable law. Conservation authority approval and Site Plan Control may be required before a permit can be issued.
What permits are required to install a prefab cottage near North Bay?
You will generally need a building permit from the City or township, an on-site sewage system permit where there is no municipal sewer, and a Section 28 permit from the conservation authority if the property sits in a regulated area. Site Plan Control or a Minor Variance may also apply. Zoning confirmation comes first, before any of them.
How much are development charges on a cottage in North Bay?
A detached dwelling of 1,200 square feet or less currently pays $0 under City of North Bay By-law 2019-72. From 1,200 to 1,500 square feet the charge is $4,907, and at 1,500 square feet or more it is $9,814. Dwellings in rural areas pay a flat $3,878. Charges are due when the building permit is issued.
How far from the water do you have to build on Trout Lake?
In North Bay’s Trout Lake Influence Area, principal buildings and septic systems must generally be at least 32 metres (105 feet) from the water’s edge. Docks and boathouses need at least 1.8 metres from a side lot line, and accessory structures 3 metres from side and rear lot lines. Requirements vary by municipality, zoning and lot characteristics — confirm for your property.
Who issues the septic permit for a cottage near North Bay?
The North Bay–Mattawa Conservation Authority, not the municipality. It has been the Ontario Building Code Part 8 delivery agent for Nipissing District since 1996, including unorganized territories. Once a complete application is filed, an inspector attends the site within seven working days. On an unserviced lot you deal with the City or township for the building permit and the Conservation Authority for the septic.
What foundation options work for a modular cottage in the North Bay area?
The practical options are helical or screw piles, slab-on-grade, a crawlspace, or a full basement. Which suits your property depends on soil depth, bedrock, water table, slope and how you intend to use the cottage. A geotechnical assessment before design is the reliable way to answer it — foundation choice is usually the largest single variable in a Northern Ontario site budget.
Can you finance a prefab cottage in North Bay?
Financing depends on how the home is affixed and occupied. A home permanently affixed to a permanent foundation is underwritten conventionally. A unit that is movable and not permanently affixed is financed as chattel instead. CMHC’s Prefab Plus program requires the property to be suitable for full-time, year-round occupancy and to have year-round vehicular access, with funds released in staged draws.
Do you get the HST rebate on a prefab cottage in Ontario?
The First-Time Home Buyers’ GST/HST rebate requires the home to be your primary place of residence, so a seasonal or recreational cottage will not generally qualify, regardless of how it was built. The Ontario first-time home buyers’ rebate follows the same federal eligibility conditions. Eligibility turns on how you use the property, not on construction method. Confirm your situation with an accountant.
Can a prefab cottage be delivered to a rural road outside North Bay, and how long does it take?
Usually, but access is assessed before you order. Road width and turning radius, bridge and road load limits, overhead lines and crane positioning all affect what can be delivered. Timing depends on approvals, factory scheduling and site readiness rather than the drive itself, and seasonal load restrictions on area roads can close a delivery window in spring.
How do you compare prefab cottage builders serving North Bay?
Ask each builder four things: whether they are HCRA-licensed and Tarion-enrolled, what the quoted price includes and excludes in writing, who coordinates permits and conservation authority approvals, and who is responsible for site preparation and foundation work. Verify licensing independently through the Ontario Builder Directory at obd.hcraontario.ca, which shows licence status, years of activity, homes built and any regulatory actions.
Where can you find reviews of prefab cottage builders near North Bay?
Check reviews on the builder’s Google Business Profile and any independent review platform they use, and treat testimonials hosted only on a builder’s own website with more caution. The Ontario Builder Directory is not a review site, but it shows regulatory actions, charges, convictions and licence suspensions — information no review platform carries. Read both before deciding.
Start With the Lot, Not the Model
The cottage price is the predictable part of a North Bay project. What varies is the property: how far the setbacks push you back from the water, what the ground will take, how servicing reaches it, and whether your footprint lands in the $0 development charge band or above it.
Answer those first and choosing between our prefab cottages becomes straightforward. Answer them last and the design you picked may not fit the lot you own.
