The rate isn’t fixed, and it isn’t mainly about size.

Part of it is arithmetic: a 505 sq ft cottage and a 3,000 sq ft home both need one kitchen, one heating system, one electrical panel, one bathroom minimum. Compact builds spread those fixed costs across fewer square feet, so the per-foot number climbs.

But design does more of the work than floor area. Glazing, roof geometry, number of bathrooms, and finish level move the number more than square footage does — which is why Modern Living at 718 sq ft costs more per foot than Fox Den at 505.

Two practical consequences:

Small does not mean cheap per foot. It means cheap in total. If your budget is the constraint, that’s the number that matters.

Any per-square-foot figure quoted without a model attached is meaningless. Treat it as a red flag until you know the size and which of the six stages it covers.

Search results for prefab cottages in this region routinely mix Ontario and Michigan suppliers. The two Saults sit across the St. Marys River from each other — and are governed by entirely different:

Permits and approvals for a prefab cottage in Sault Ste. Marie

Yes, you need a building permit. The City of Sault Ste. Marie lists prefabricated structures by name among the projects that typically require one. For a property inside the city, the City’s Building Division administers the permit and reviews your project against the Ontario Building Code and the municipal Zoning By-law. Outside city limits, the approval path is different.

Rural Algoma properties

If your lot sits outside city limits, additional approvals commonly apply:

Septic approval for unserviced lots

Conservation authority approval near water, wetlands, or regulated hazard areas. Since April 1, 2024, a single provincial regulation — O. Reg. 41/24 — has replaced the 36 separate regulations that previously governed each conservation authority’s permitting. The authorities still exist; Sault Ste. Marie Region Conservation Authority administers it locally.

Confirm your lot’s zoning with the City before ordering anything. Setbacks, minimum lot frontage, and permitted uses vary by zone, and a prefab cottage is subject to the same zoning rules as any other dwelling.

Requirements are broadly similar across Ontario municipalities, though the details vary. How the permit sequence works province-wide walks through it.

What CSA A277 actually certifies — and what it doesn’t

CSA A277 is a procedure for certifying what happens inside the factory. It covers certification of the plant’s quality program and certification of the product built there, plus auditing and in-factory inspection of modular and panelized buildings. By the standard’s own scope, it does not cover portions of buildings or services not completed in the factory, and it does not address transport or erection at the building site.

“CSA A277 certified” appears on nearly every prefab website in Canada and is almost never explained.

What A277 tells you: the factory operates a certified quality program, and the modules or panels produced there were built and inspected to the code applicable at the installation location.

What A277 does not tell you: anything about your foundation, site servicing, transport, crane placement, erection, or finishing. Those sit outside the standard’s scope — and they’re a large share of your project.

A277 is not a substitute for your building permit. Certification applies to the factory-built portion; your municipality still reviews and inspects the rest. Anyone implying otherwise is misreading the standard.

Financing a prefab cottage: the rule most buyers miss

CMHC Prefab Plus is mortgage loan insurance built specifically for prefabricated, modular, and manufactured homes. Its property requirement is the part that catches cottage buyers: the property must be suitable and available for full-time, year-round occupancy, and must have year-round vehicular access. A seasonal cottage on a road that isn’t maintained in winter does not meet that test — regardless of how well the cottage is built.

This is the most important financing fact for anyone buying a prefab cottage in Algoma, and it isn’t about the cottage. It’s about the property.

Tax rebates: the primary residence test

Both current rebate programs turn on the same question, and it isn’t about prefab.

First-time home buyers’ GST/HST rebate — eliminates the GST (or federal part of the HST) on a new home valued up to $1 million, worth up to $50,000. Requires the home to be your primary place of residence. You may own more than one residence, but only one is your primary place of residence. A seasonal or second-home cottage doesn’t qualify.

Ontario Enhanced New Housing Rebate — rebates the full 8% provincial portion of the HST on a qualifying new home valued up to $1 million, plus a 5% Ontario top-up equivalent to the federal portion. The agreement of purchase and sale must be signed on or after April 1, 2026 and on or before March 31, 2027. Same test: primary place of residence, or long-term residential rental.

If your prefab cottage will be your primary home in the Sault, both programs deserve serious attention. If it’s a seasonal retreat, neither applies. That’s not a prefab limitation — it’s how the rebates are written.

Note that this is a separate question from CMHC Prefab Plus. The rebates turn on whether the home is your primary residence. CMHC turns on whether the property is suitable for year-round occupancy with year-round access. A property can pass one test and fail the other.

Licensing, certification, and warranty

In Ontario these are separate things: the Home Construction Regulatory Authority licenses builders and vendors, Tarion administers the new home warranty, and CSA A277 (where applicable) certifies factory-built product. The HCRA does not issue building permits — that’s your municipality.

You can verify any Ontario builder’s licence yourself at the Ontario Builder Directory. Search by company name. If a builder isn’t listed, ask why.

On warranty coverage for cottages specifically: whether a particular home qualifies for Ontario’s new home warranty depends on the home type, and the HCRA determines which types are covered. Tarion will confirm eligibility for a specific build and publishes an address for exactly this question: [email protected].

We’d rather point you there than tell you what your coverage is. For agreements signed on or after July 1, 2023, the maximum statutory warranty coverage for a freehold home is $400,000.
